Any animal that weighs the same as a small human is dangerous when out of control.
Horses are not considered dangerous and coos are not considered dangerous but coos kill people regularly.
Horses too.

When the animal is not in its wheel house and kicks off what is to stop it?

Tranquilisers don't work instantly.
The drugs you use in them are really fucking dangerous. You draw up the antidote first and give it to someone competant to give it to you in case of an accident before even getting the bottle out of the box. I wouldn't trust the police with them.
Also if you miss and lose the dart, you HAVE to find it because it could kill anyone it sticks into.
Dart guns need a home office prohibited weapons certificate in the same way as a machine gun does.
A taser would work on a dog the same way it does on a person. ie assuming you get good contact, render it immobile for about 20-30 seconds. Then what do you do with it? I mean, you could do what the met police did with one guy and wait for it to get up then keep repeatedly tasering it as it runs away until it jumps off a bridge and drowns? Or maybe wait until it's stood on the edge of a building and taser it? ____________________ “Rule one: Always stick around for one more drink. That's when things happen. Yep, my parents have had 6 rotties over the years, all females. Lovely dogs. They have one now which had stunted
growth from not being properly fed by it's original owner before my folks rescued/adopted it, it's a rottie in every way,
shape and form but just half the size. She's the most playful, chilled dog I've ever known, doesn't even bark at the front
door, we think approximately 7 or 8 years old and she still has the joy of a puppy. Oh and she's best friends and I mean
tweedledum and tweedledee close with one of my mums cats, They are proper little mates and snuggle up together
and groom each other when they aren't bowling around the house like Ronnie and Reggie Kray. ____________________ Currently enjoying products from Ford, Mazda and Yamaha

As far as I know, it's not an offence to shoot a dog as long as you do it using a firearm you are allowed to have in a place you are allowed to discharge it and providing you do it without causing unecessary suffering to the dog. Farmers shoot peoples dogs all the time if they are caught in amongst livestock.
It's a civil property matter so if you shot someone elses dog without good reason, you'd potentially be liable for the value of the dog plus a potential claim for additional emotional trauma to the owner etc.
In this case, that would be a hard sell because the guy was banned from keeping dogs in the first place. ____________________ “Rule one: Always stick around for one more drink. That's when things happen. That's when you find out everything you want to know.”
